Small is too small for a 3.5 kg Chihuahua. should have gotten the medium and be able to tighten it. its also quite heavy for a little dog and uncomfortable as the hard plastic part leans on the dogs spine. overall very good bright light I will just have to modify it to make it fit on a different harness.
